Randy G. Ruhl, Executive Vice President, Manager of the Public Finance Department.. Mr. Randy Ruhl joined City Securities in May 1988 after spending nearly 10 years with a local financial institution working extensively in the commercial lending and investment banking divisions.  In January of 2007, Mr. Ruhl was promoted to manager of the municipal bond department and also continued as an active member of the public finance team. Mr. Ruhl’s current responsibilities include all public finance activities in structuring new project financings and refinancings for Indiana school corporations, counties, cities, towns and libraries.  Mr. Ruhl also coordinates public finance activities with the state of Indiana and its agencies; in addition to, multi-family housing issues and 501(c)3 financings. He has spent nearly 31 years in the financial services industry.  Mr. Ruhl holds a B.S. from Indiana University.

James A. Merten, Vice-Chairman of the Board. Mr. Merten is an investment banker with the public finance department and has been continuously employed at City Securities Corporation since his graduation from Indiana University in 1973. Mr. Merten has spent 37 years in the municipal finance department and has been actively engaged with all phases of municipal finance. Since 1985, he has devoted all of his efforts to public finance, structuring new money and refunding issues for state authorities, state universities, 501(c)3 corporations, local school district lease financings, and bond banks, etc. Mr. Merten was appointed president of City Securities in 1992. He relinquished the presidency in 1999 to become the vice-chairman of City Securities Corporation’s board of directors and to spend more time in public finance.

Damian Maggos, Vice President. Mr. Maggos joined City Securities in 1995 and has over twenty years experience in public finance. He concentrates his practice on the financing of school district bonds  throughout Indiana. He has experience  with bond banks and the  financing of utility revenue bond and economic development bond programs. Mr. Maggos financed the first Qualified School Construction Bond (QSCB) and first Midwestern Disaster Area Bond in Indiana. He has spoken throughout the state on school finance topics and has served as a panelist on the US Treasury’s State and Local Government Securities (SLGS) forum. Mr. Maggos holds a B.S. from Northwestern University and an M.B.A. from the University of Notre Dame.

Kelly McNairy

John D. Fritz, Vice President. Mr. Fritz has been with City Securities since January, 1982. Prior to becoming a full time analyst for the public finance department in 1987, Mr. Fritz had trading and underwriting responsibilities in the municipal bond department. Mr. Fritz provides detailed cash flow structuring scenarios on both refunding and new money issues. Mr. Fritz received his bachelor's degree from Parks College of St. Louis University and his master's degree in business from Phillips University.  Mr. Fritz maintains his Series 7 and Series 53 FINRA license.

Rosemary S. Lyons, Assistant. Ms. Lyons has been with City Securities Corporation since January, 1977. Ms. Lyons coordinates all bond issue documentation for the public finance bankers, including financing proposals, preparation of official statements, new issue rating requests, municipal bond insurance applications and bond purchase contracts.
Ms. Lyons also assists the municipal bond department.

  O. Roderick Wilson, Senior Vice President. Mr. Wilson opened City Securities Corporation's Fort Wayne public finance office in December 1995. He is responsible for the firm's school finance activities in northeastern Indiana, as well as for various projects around the state. He has extensive experience in education finance, general government project finance, economic development and housing finance. His twenty-three years of experience in municipal finance have all been with Indiana firms, where he has been a trader and underwriter of municipal bonds, an innovator in technology for public finance, and a creative investment banker.

James E Elizondo, Vice President. Mr. Elizondo joined City Securities Corporation in 1995, helping establish the Fort Wayne public finance office. Prior to joining City Securities Corporation, Mr. Elizondo was a principal with another Indiana investment banking firm. His responsibilities have included all aspects of public finance, with direct involvement and coordination with municipal issuance of bonds and leases. Mr. Elizondo has served the needs of Indiana issuers for over 24 years.

Kelly McNairy

Kelly L. McNairy, Assistant Vice President. 
Ms. McNairy joined City Securities in 2004. Her responsibilities include assisting local school corporations with lease rental financings and general obligation bonds. Additionally, she has experience in working with various bond banks and financing authorities. Ms. McNairy was previously employed by an investment management firm located in central Indiana and has spent 10 years in the financial services industry. Ms. McNairy holds a B.A. from Purdue University and maintains her Series 6, 7 and 63 FINRA licenses. Ms. McNairy is a founding member and the acting president of Indiana Women in Public Finance.
